The discussion began with friction between Morena lawmakers and the PAN coordinator, Ricardo Anaya, who criticized the new system of concessions and accused them of wanting to have political control and the kneeling peasants.

Ricardo Anaya warned that Morena is lying when he says he is against hoarders. He indicated that although some members of the PAN have been singled out, there is also a beneficiary of the concessions among the senators of the ruling party which concentrates large quantities of water.

Immediately, the coordinator of Morena, Adán Augusto López responded to the accusations of the PAN member, whom he accused of having suffered trauma since the 2018 elections.

During the debate, Opposition lawmakers stressed that Morena only sought to centralize power through legislation who turns his back on the peasants.
